California Department of Water Resources (DWR) has created the Devil Canyon Project Relicensing website as referenced in the Pre-Application Document (PAD) Communication Guidelines [found in Section 2.4]. In addition to the guidelines established in the PAD, this website provides internet access to the meeting schedules, meeting documents, relicensing documents, and other public information related to the Devil Canyon Project Relicensing.
Communications with the Licensees
Persons interested in participating in the Devil Canyon Project Relicensing process, either as individuals or on behalf of groups, organizations or agencies, should contact DWR at the dedicated e-mail address established for Project relicensing. The email address is: DCPRelicensing@water.ca.gov
Communications with FERC
FERC strongly encourages electronic filing of communications by all parties during the process. In order to do so, interested parties must have an eRegistration account with FERC. This can be obtained at FERC’s website www.ferc.gov.
An alternative method to eFile is through the ‘Quick Comment’ system available via hyperlink on the FERC homepage. ‘Quick Comments’ do not require the user to have a subscription. However, comments are limited to 6,000 characters and all information must be public. Those wishing to use the ‘Quick Comment’ method can do so by submitting their name and e-mail address at the area shown on the FERC homepage. Detailed instructions on how to use the system will be sent by return e-mail.
Those without internet access may submit hard copies of letters and documents to:

- DWR is conducting the required site visit on November 2, 2016 beginning at 9:00AM at the Cedar Springs Dam Parking Lot and will hold an initial joint agency and public meetings on November 3, 2016 at 9:00AM and again at 6:00PM at the Courtyard Victorville Marriott in Hesperia, CA.
